NOTICE OF PUBLIC COMMENT HEARING 

A public comment hearing in the above-entitled matter is scheduled for Tuesday, February 27, 2024 at 6:30 p.m., at the Rockawalkin Community Hall, 6772 Rockawalkin Road, Hebron, Maryland 21830. The hearing is concerning Porter Mill, LLC’s application for a Certificate of Public Convenience and Necessity (CPCN) from the Maryland Public Service Commission. NOTICE OF SECOND PUBLIC COMMENT HEARING

A second virtual public comment hearing in the above-entitled matter is scheduled for Thursday, November 4, 2021, at 6:30 p.m. concerning Morgnec Road Solar, LLC’s CPCN application.  Morgnec Road Solar, LLC proposes to construct a solar photovoltaic generating facility on two parcels totaling approximately 253.16 acres in Kent County near the Town of Chestertown (Tax Map 37, Parcels 40 and 174) and accompanying interconnection facilities necessary to interconnect the project to the Chestertown Substation.

The Dogwood Solar project (“Project”) is a w0 MW solar facility proposed by Dogwood Solar, LLC. The Project is located along Dam Acres road approximately 4 miles west of Stanley, in Page County. It is located on approximately 350 acres of multiple parcels.

FOXGLOVE SOLAR, LLC: PERMIT BY RULE

The Foxglove Solar project (“Project”) is a 75 MW solar facility proposed by Foxglove Solar, LLC. The
proposed project is approximately 668 acres located south of Marlboro Road, north of Vaucluse Road, and
bisected by Hites View Road, and generally west of Stephens City in Frederick County.

Grove Solar II, LLC. The Project is located east of Spring Grove, Virginia, and spans Route

Public Notice Crystal Hill Solar Facility

PUBLIC NOTICE CRYSTAL HILL SOLAR FACILITY

A solar renewable energy project is proposed to be located on approximately 631 acres at 2235 Crystal Hill Rd, Crystal Hill, VA 24539.  The project has been approved by the Halifax County Board of Supervisors under a Conditional Use Permit.  The proposed project is now proceeding through the Virginia Permit by Rule process.

The project will have a maximum capacity of 65 Megawatts Alternating Current (AC) utilizing traditional photovoltaic solar modules which will rotate on a single axis to track the sun. Approximately 220,752 panels will be utilized with a maximum height of 12’.

We welcome the opportunity to present this project to interested parties. The purpose of the public participation is to (i) acquaint the public with the technical aspects of the proposed project and how the standards and the requirements of the Virginia Department of Environmental Quality PBR regulations will be met, (ii) identify issues of concern, (iii) facilitate communication, and (iv) establish a dialogue between the owner or operator and persons who may be affected by the project.

A 30-day comment period, in accordance with 9VAC15-60-90 C will be held commencing August 13, 2019 through September 12, 2019. Any interested parties may contact the applicant to ask questions or provide comments as follows:
